when does upn and wb merge into cw network...it keeps saying this fall but is there a specific day?

No. There will be two different networks. The CW is the merger of WB/UPN programming, My Network TV will NOT feature any programming from either network.
I believe MNT starts September 5th while The CW starts September 18th, the beginning of the Fall season.
