Interesting article! I did notice this tidbit, though:

It has been cold here – the coldest in 27 years of recorded history, according to Seth Vannareth, the director of meteorology at the Ministry of Water Resources and Meteorology.

I think they're going to need more than 27 years worth of temperature data. Sure, it may be abnormally cold for Cambodia, but this isn't necessarily a climatically significant event at all.
