Different reasons -- some stalk in order to seek revenge on someone who wronged them (or they think wronged them), some stalk because they are fixated on a particular person, and some stalk because they are fixated on a particular cause. There are different levels of obsession. The easiest to study are those who are obsessed with celebrities and those who suffer from erotomania (de Clerambault's Syndrome).
Usually it all boils down to psychological and emotional issues.

Cyber stalking is akin to hardcore pornography sites, and online child exploitation; you'll never completely eliminate it (the Web is just too damn large, and complex), you can only hope to keep it down to a minimum.
