Interesting question. I suppose it is possible, Lekima maintained a fairly impressive structure over land.

In fact... the latest Lekima imagery (centred for 12z yesterday based on the final ATCF position) shows 95B quite clearly, so it's probably likely 95B is somehow related to Lekima.

Has a WPAC storm ever emerged fully intact in the Indian Ocean? Do the same rules apply there as an Atlantic-EPAC crossover?

The last crossover was (I think) in 2003. The last significant crossover was Typhoon Gay in 1989 since it was at typhoon strength on both sides.
