I feel silly asking, but how are we getting T numbers if it's not even an invest?

Not T numbers. ST numbers use a different method. And any agency can do classifications on any system they think it's necessary to, there's no rule. KNES (SSD/SAB) have done fixes on non-invests before.

Not T numbers. T numbers: Dvorak tropical classification. ST numbers: Hebert-Poteat subtropical classification.
