gov. christ would just be taking precautionary measures to make sure he gets the request for emergency funds into the gov't BEFORE HAND. so that should hanna effect us that the aid would be there for sure

TALLAHASSEE, Florida -- Gov. Charlie Crist today declared a state of emergency as the third tropical weather system in three weeks swept toward Florida.
With state emergency workers still helping with recovery from Tropical Storm Fay's flooding and deploying aid to Gulf Coast states hit by Hurricane Gustav, now downgraded to a tropical depression, Crist turned his attention to Tropical Storm Hanna.
Right behind Hanna on a map the governor displayed at a morning briefing were Tropical Storms Ike and Josephine.
"It's too soon to know where they'll go," state meteorologist Ben Nelson said. But he and Craig Fugate, director of the Division of Emergency Management, said Floridians must monitor the storm systems and heed evacuation orders if they come.
"Gustav's outer edges continue to bring severe weather to the Florida Panhandle," said Crist. "We urge all evacuees to remain here in Florida until local officials back home tell them it is safe to return."
Preparing for Hanna, Crist said, he issued an executive order declaring a state of emergency.
"Hanna became the third tropical system to threaten our state in the last three weeks alone," said Crist. The storm was 550 miles south-southeast of Miami with maximum winds of 70 miles an hour, and Crist said it will likely stall over the Bahamas for two days -- becoming a Category 2 hurricane by Thursday.
"Most of the Florida Peninsula and the eastern Panhandle fall within the average track forecast error cone through the next five days," he said. "The forecast for Hanna remains uncertain and Floridians from the Keys northward along the Florida east coast should stay tuned to the latest updates this week. Be prepared to act."
He said heavy rains from Hanna could begin Thursday.
Crist said there were reports of three deaths in rip currents near Fort Lauderdale on Monday. He urged everyone to "stay out of the water" until the systems pass.
Florida's National Guard is also assisting Louisiana recovery efforts by lending four emergency response systems and a C23 fixed wind aircraft to help fly special needs patient back to hospitals and nursing homes.
Governor Crist admitted he's probably ditching the Republican National Convention, thanks to the continued storm threat.
"It's important to be here," said Crist.
Crist urged Floridians to donate money and resources to recovery efforts.

starting to see some primitive convective bands. Note the tiny one at the base lobe of the trof to N of Hanna. aided by the NE flow? hmmm. Def some forming in he SE quadrant.

recon certainly is not impressing anyone right now.....yet
appears closing in on center (since the plane is at 21/73.6 with 997 mb and falling.............)
and borderline minimal ts winds on left side (but se quad should be robust)

gator the key in the last few hours appears that the shear has gone from hurting to divergent ......like yesterday when she strengthened........my guess is recon's last center fix has noticeably lower pressure than there first will (should satelite trends continue)
she is starting to build and wrap convection on her NE side
