Maybe NHC is waiting to see if it'll get chewed up by Hispaniola first (which looks likely right now), so they don't have to make an announcement that gets the SF media all whipped up into a frenzy.

I'd guess the LLC that finally takes over will be very near the MLC. That kind of circulation, in my amateur opinion, will eventually make its own LLC.

I don't know, but I am having total Debbie redux here. Wasn't this the same thing -- where the LLC was outrunning the MLC, and then the surface low skirted the northern edge of the DR and fell apart. All this hype about a south Florida strike that turned out to be nothing -- all because the storm didn't turn out to move about 50 miles further north.

Not to mention, as the designated Regional Meteorological Specialty Center as defined by the United Nations WMO, NHC has responsibility to give accurate forecasts to local government weather offices.

00Z models initialized the center right over BVI, 100 miles west of MLC. BVI reporting calm wind. Must be in the eye?

well, even though the most likely scenerio is that it will get ripped apart to nothing by Hispaniola , everyone still need to be on the guard just for the CHANCE that it may go north of the islands and miss Hispaniola, ....I think the NHC will let us know either way....
