to be honest, I see a general estimate of a season's activity as a negligible part of the tropical cyclone problem. Someone can tease out statistical patterns and probably do a decent job of doing that. Perhaps if we could accurately determine an accurate seasonal probability of landfall, that would be something. But even then, there are so many questions that govern these storms - so many intricacies and peculiarities about individual cyclones that we'll have plenty to keep ourselves busy, at least in the foreseeable future.
