Why NHC stops follow all systems that move too north-north-east Atlantic as TC but follow all systems that move near north of the coast of USA even if they lost all tropical characteristics?

Julia has evident tropical carachteristics for me:

the way this year has gone i wouldnt be suprised to see this redevelop. a few models picked up on it right after igor left bermuda behind. looks like deep convection firing again n.e. of the center. maybe up again on the 8 a.m. TWO?

Yes,it is mentioned at 8 AM TWO.

THE REMNANT CIRCULATION OF FORMER TROPICAL DEPRESSION JULIA IS
LOCATED ABOUT 750 MILES SOUTHWEST OF THE AZORES ISLANDS. ALTHOUGH
SHOWER ACTIVITY HAS REDEVELOPED NEAR THE CENTER OF THIS
DISTURBANCE...ENVIRONMENTAL CONDITIONS ARE ONLY MARGINALLY
CONDUCIVE FOR ANY ADDITIONAL ORGANIZATION TO OCCUR. THERE IS A LOW
CHANCE...10 PERCENT...OF THIS SYSTEM BECOMING A TROPICAL CYCLONE
DURING THE NEXT 48 HOURS AS IT MOVES SOUTHWESTWARD AT 10 TO 15 MPH.

Yes, but it is tracking southward and will shortly pass the 27 degree isotherm which is (technically) warm enough to support tropical cyclogenesis.

Julia is just a low level swirl out there now. That little convective burst from earlier today is history.
