I think the real flooding issues is a little to the east, over E.LA/MS and maybe into AL depending on track.
Main core of rain starting to move into the far SE of LA, more and more moisture becoming evident in the outer bands as the dry slots are filling in, classic sign of a strengthening depression/storm.
