INVEST 97S

ASCAT indicates this has 35Kt winds on the south side of the circulation.

Question:

Is this already the 8th invest in the southern hemisphere since July 1st, or don't they set the invest count back to 90 anymore when a new season starts?

Yes, it is, the tropical cyclone "year" ends on July 30th. That is when the Invest numbers are reset. A TC that forms now will be counted into the 2013-14 Season.
