Tornado and floods over southern Italy.

that last image is indicative that this did become a hurricane (if it has the required winds)

looking a bit closer at the data, I do NOT believe this was a hurricane. The reason, the winds were just below the hurricane threshold.

This was almost certainly a strong tropical storm with winds of about 70 mph

Since these are so uncommon, and the Med is connected to the Atlantic, IMO, NHC should assume operational advisories for these systems. Would not add significantly to the storm count

No Doubt. this Mediterranean sub-tropical cyclone become in a tropical cyclone like Karl'80, Vince'05, Grace'09 and Others Atlantic tropical cyclone.
The Mediterranean sea is a part of the subtropical Atlantic.
Damages and floods over Sicily and in Linosa, Lampedusa and Malta islands.

since when is a 24 hour time limit a requirement for being a TC? If so, there are numerous cases that would need to be removed from HURDAT

development of a non-tropical low pressure, transition to a tropical cyclone and dissipation ... all within 24-48 hr period in an unsuitable environment, doesn't compare to any of the examples provided in the post above
