Officially weakened below cyclone intensity. JTWC still assesses it at 40 knots
The centre is about 1/2 to 3/4 degree northeast of deep convection indicating a
Dvorak DT of 2.5, also consistent with MET and so CI now at 2.5. ADT remains at
3.0 [CIMSS and NESDIS] but some positions are been too close to the deep
convection. SATCON estimates are 43 kt 1-minute winds. Final intensity estimate
is 35 knots [10-min] but gales are now estimated to be occurring in southern
quadrants. As the TC definition requires gales to extend more than halfway
around the centre, Penny is technically now below TC intensity.
