Latest ASCAT pass showing winds up to 70 to 75 kt in the
southwest quadrant of a strong area of low pressure moving across
the Oregon offshore waters. No significant changes in the latest
model guidance on track or strength of the low. Low is expected
to move southeast across the Oregon offshore waters this
afternoon and move inland near the California and Oregon coast
tonight. With ASCAT pass showing winds to 75 kt, will leave
previous forecast of winds to 75 kt in the forecast. Winds will
slowly diminish Wed into Wed night as a coastal low pressure
trough interacts with weakening high pressure to the west.

Looks like it's about to make landfall in extreme northern California. Quite some convection being produced considering its location. Might even be hybrid in nature. What a strange cyclone nonetheless given its strength and where it is.

For the record, I'm pretty sure it wasn't an official invest since it never appeared on NRL. I think CIMSS just took the opportunity of a quiet period in the EPac to "designate" 90E and get some additional products/imagery on it. Smart idea in my opinion.
