JMA is the official RSMC. They have a 10-min wind requirement, so it would qualify for a typhoon using 1-min winds. JMA also uses something called the Koba Table for estimating intensity:

No way Nesat is still a typhoon this afternoon. It's just a convectionless swirl of clouds now. Even the 1430Z ASCAT indicated about 50 kts.
