If Rita does end up taking aim at Houston/Galveston area we'd be in a situation again concerning what to do about those who are poor/old/sick. According to that article 20-25,000 in Galveston County alone w/o transportation (not sure about Harris County). Hopefully the local Emergency officials are brainstorming up a plan to get the old/poor/sick out of the area if needed be in the next few days.
