Yes... in the worst case(just west of the city) they would be probably flooded as well.
Not that far at all from Galveston and the bay.

Looks like all the operational guidance is buying in to the idea of a stall inland. Not good at all from an inland flooding standpoint.
Also note, the NOGAPS which was well left of the consensus for a long time has (since 0Z last night) flipped to being a right outlier.
