Was this a low off South Carolina (aug 4th)?

A nice Hi-res image dealing with the pollution and temperature inversion problems in the south east. Article here:

What I noticed, though, was that little swirl off of South Carolina ... an upper low? An illusion?

This is an AUG 4th picture ... it's old.

I'm not asking if something is developing, I'm asking what that is / was, just for curiosities sake.

It was indeed a weak low, but UL winds were racing along at nearly 60kts, keeping it at non-tropical status. There was a thread on this not a while back.
