Not knowing what "WMO" was an acronym for....I goggled the letters.
It stands for World Meteorological Organization. The opening page has a picture of a hurricane spinning clockwise. All the lights are on and nobody is home.

Well.....learn something new every day! And.....high pressure areas spin counter clockwise. I suppose it's safe to say that I am "hemisphere challenged"......

Right... I know that. I know the rules too, but they seem to be a bit loose with the "replacement name of the same exact ethnic origin" rule sometimes... Opal/Olga, Isadore/Ike. I don't think Felix/Francesco is too out of line. Plus Francisco sounds a lot more like Fran and Frances, two already retired names.
Also, Felipe wouldn't work as we already have a Philippe on the 2011 list.

The EPAC has had Fernanda over the years, a female name, but no Fernando to my knowledge.

Hurricane Fidel already hit Cuba,and there's a distinct possibility that the name has already been "retired"..
