North Korea says it has "weaponized" enough plutonium for four to five nuclear weapons
BEIJING (Reuters) – North Korea says it has "weaponized" enough plutonium for four to five nuclear weapons, a U.S. expert said on Sunday after talks in Pyongyang.
North Korea has made a series of demands as well as offers of cooperation over its nuclear program as U.S. President-elect Barack Obama prepares to enter the White House.
The North's leader Kim Jong-il appears to have given up handling many day-to-day tasks after suffering a stroke and this may explain the North's hardening stance, Selig Harrison, a scholar at the Woodrow Wilson International Center for Scholars, a policy institute in Washington D.C., said.
Harrison said senior North Korean officials had told him this week that 30.8 kg (68 pounds) of plutonium their government had listed as part of a preliminary disarmament agreement had been "weaponized" -- incorporated into warheards or other arms.

I doubt the Norks would announce an invasion.
This may be a test of how much more than they can extort from the US with a new President. Both Clinton and Bush rewarded Li'l Kim to various extents every time he acted up.

dont want to get political, but we were NOT attacked since 9/11. Therefore, one can argue that preemptive war HAS worked

SEOUL, South Korea (AP) - North Korea's apparent preparations for a ballistic missile test, reportedly detected by South Korean officials monitoring a train headed to a launch site, appear to be the country's latest attempt to get President Barack Obama's attention.
A South Korean official on Tuesday confirmed the preparations, first reported by Japanese and South Korean media citing sources as saying the missile had the potential to reach the western United States.
"There are signs North Korea is preparing for a missile launch," the intelligence official told The Associated Press. He declined to give further details and spoke on condition of anonymity, citing the sensitivity of the issue.

The nuclear arms race has pretty much ended but some countries still seem to feel the need to test and build nuclear arsenals. Good atomic test reference link below.

If you spend a little time going down the list and cross checking against the political background at the time of these tests, patterns emerge. One pattern is that many tests since the 50's are sanctioned or overseen by an international group of atomic scientists. Scientists that understand the dangers of nuclear proliferation to a military regime.
The danger is that some isolated insane military regime might obtain a nuclear weapon.
To me that is what sets NK apart from the rest of the countries on the list. Apparently NK is more than just the last name in the long list of nuclear testers. The NK is being used as an example of a small isolated country where the military has control..
It is probably getting much easier to obtain nuclear weapons technology in modern times. Unfortunately the technology needed to create small nuclear weapons has parallels in fields like NMR and modern laser research. Without the no export lists and constant monitoring by the various global oversight agencies some nut would surely be able to reverse engineer a weapon.

SEOUL, South Korea - U.S. Secretary of State Hillary Rodham Clinton said Thursday that North Korea's leadership situation is uncertain and the United States is worried the Stalinist country may soon face a succession crisis to replace dictator Kim Jong Il.
Clinton said the Obama administration is deeply concerned that a potential change in Pyongyang's ruling structure could raise already heightened tensions between North Korea and its neighbors as potential successors to Kim jockey for position and power.
Her comments, made to reporters during a flight to South Korea from Indonesia, were a rare if not unprecedented public acknowledgment from a senior U.S. official that the secretive nation may be preparing for a leadership change following reports that Kim suffered a stroke last year.
