We need to give them two options.
Door #1:
We help them build civilian powerplants designed for civilian power uses only. In return, they destroy any other facilities and allow unlimited access, at any time, to the U.N. Inspectors. The U.N. inspectors could decide they want to check out the plant tomorrow, and they have to show them.
Door #2:
If they do not agree, airstrikes shall be called in within 60 days of them turning down the agreement.
Also, if they do agree but if, at any time, they built any other plants without U.N. approval or (even once) deny the inspectors a visit, that plant...and any other plants that may have been created (especially if created without approval)...will be shut down and immediately dismantled under the supervision of the U.N. (or by military means if necessary).
Enough playing around with them...they either have peaceful plants designed specifically for power purposes, or the ones they currently have will be blown off the map. They should be given those two options with 90 days to agree. Within those 90 days, it must be shown that all current plants are being dismantled and unlimited access during the dismantling by U.N. Inspectors.
