I worry too for all those now in Irene's path - this is exactly what I was scared of happening this season after all the fizzling out systems that when a system did get going it would wind up to a major cyclone just praying that those in her path are preparing and taking this seriously. Not sure how well those little islands can handle a cat 3 or 4 hurricane.

ALGAE: THE GREAT MOBILIZATION
:rarrow: http://www.microsofttranslator.com/bv.a ... 123069.php

by H.Br franceantilles.fr22.08.2011

Combat action. Algae Sargassum invaded all the coastline. Diamond, the situation is catastrophic and fishermen take the alarm.
After the cleanup operation initiated by the Association Seve in partnership with the city, a new action was commenced yesterday, always in the presence of the Mayor of the commune and technical services in the region.
It is true that last Friday, there were many algae, few volunteers to the chagrin of the municipality and members of the association Seve and its partners. A first major cleaning operation had already taken place of this a few days ago, but the algae Sargassum returned in force. At some places, the gear can remove them without any particular problem. While in other places, it will need to remove them by hand to do not disturb the nesting of turtles, for example.
Sunday, the municipality, the technical services of the Regional Council, firefighters were on the ground. Using nets and pitchforks, it was to firefighters dispatched on-site to remove algae that invaded the Cherry Beach these past three days. "It's a race against the clock, the invasion of these algae poses to the health, ecological and economic problems." Through the Committee on Fisheries of Martinique, the fishers in the area will continue beach cleaning operations. ", explains Daniel Chomet, President of the commission on sustainable development in the region and coordinator of the Steering Committee.

The region Chairperson wrote to the Prime Minister

In all the municipalities affected by the proliferation of algae Sargassum, several initiatives have already been taken by municipalities and communities. But the magnitude of the invasion, politicians seek ways of interventions should be better adapted to a worrying situation. They believe that it is the responsibility of the State. It is in this context that Serge Letchimy, the President of the Regional Council Friday a letter to the Prime Minister, François Fillon, in which he says today anticipate the phenomenon, the mobilization of additional resources.
For Serge Letchimy, this must lead to the establishment of missions to regular observations in the movements of the rafts of Sargasso Sea. Deployment of maritime collections on the coastal zone which is regularly affected by the proliferation of algae. The President of the regional also wishes to the installation of a device treatment, recovery of these algae and the rapid implementation of contracts helped 100.
Moreover, a meeting must take today to the Regional Council with all the actors engaged on this issue to the point on the continuation of operations in the coming days.

Rincon Checking in here in the west side. We finally go electricity back last evening at about 9. Today storms still coming from the south from the back side of Irene. One blowing through now. Not too much damage here at all -- just wet and some small branches as we did not have a lot of wind over 35 here around me as we were on the south side obviously.

Thoughts are with those in the path.

SAINTE-ANNE

To the Helleux, the small street of the mill undergoes once more the rising waters

:rarrow: http://www.microsofttranslator.com/bv.a ... 135741.php

Déborah MATHEY France-Antilles Guadeloupe23.08.2011

Absurdity of a situation become unmanageable: each riparian protects as his home, sometimes by attempting to evacuate the water... the neighbour.

The small street of the headquarters of the Helleux mill? Everyone came to know. This is about five years that this route has acquired a certain reputation frequently floods and its consequences on the homes of residents. On the latter, the Cup is full and each tries by all means make a difference. Letters to the authorities, intercessions with bailiffs... And especially because of the Government Chief, accused of "to have nothing to do". However, the situation is not as simple as it sounds. Flooded residents live in a private subdivision and road allowing access to their homes is communal, no delegation of public service would have been done on the highways and networks. In addition, no trade union or association of colotis was created. Moreover, according to residents, water stagnates in the street since natural flow path would have been blocked by one of the inhabitants. To avoid being flooded, some residents have installed pumps to move water on the public highway. Which would have resulted in, the discharge of excess water on the ground of the daughter of Cornelius Lautric, (read our Edition from 18/10/10) which would have built a wall and created a portal to protect themselves in turn.

Health and economic consequences

Since then, the less rainy episode takes catastrophic proportions in the area. "It must be minimum three weeks of Sun that the water evaporates", said Serge Peron, inhabitant of the subdivision and owner of bungalows. Mosquitoes, mycoses, damage to homes, vehicles, financial damages for various companies (tourist location, exemption of care, swimming pools...). The list of grievances is long and non-exhaustive and some of them would meet difficulties to keep their business afloat. If a prohibited meaning sign was put in place in the meantime at the entrance of the rue du Moulin - a decision taken by the community - the situation of the residents, it has not evolved an inch. Or at least, not in the right direction. The road become impassable, the residents would have been forced to take their trash to the level of the national road that garbage is collected. And despite everything, the pickup would not regular. "The garbage cans were not collected since a little more than four weeks", said Serge Peron. "On the other hand Yes, but not here.". And the factor asked us to mail the team leader for that permission is given for a battery of boxes to letters in the entry - at the expense of the position. "Because whenever he crossed the 30 cm of water, he had outages", recounted the man.

-End residents of nerve

Vacationers of passage in the area have expressed their feelings: disgust, fears about hygiene, isolation of the place... And residents also have to be heard. "Mayor has said that there are houses built without permits in the subdivision, that say us which. And he says that certain lands are unsuitable, then how we could get our permission to build in 92? "asked Serge Peron.

"A meeting with all those involved held late last year, in the presence of the expert commissioned by the City Hall." And the owner of the House behind has been prevented from speaking by his sons. Why has the expert not noted this fact? To protect, the head of Government installed a sense prohibits the entry and on the other side. "By the token, residents have no legal access to their plots", continued the man. All the steps taken so far by the couple have not led. Meanwhile, Micheline Ludon, admits to have more than enough. Apart from mosquitoes, she would have infiltration of water through the soil, and would be unable to rent bungalows. "No one knows what to do", Chantal Peron, acknowledged not without specifying that City Hall had a huge share of responsibility.

-The actions initiated by the municipality

At the Town Hall, actions would have been incurred to the thorny problem of the Helleux. The commune would have sought the Siaeag to the problem of wastewater that would be involved in stormwater in the rue du Moulin. And legal action would be considered against the residents.

Hurricane Irene threatens Haiti and the Dominican Republic, the United Nations takes action

AFP23.08.2011

The United Nations and its humanitarian agencies are currently mobilize for Haiti and the Dominican Republic, threatened by Hurricane Irene, announced Tuesday their spokesman in Geneva. -(AFP)

:rarrow: http://www.microsofttranslator.com/bv.a ... 123101.php

The United Nations and its humanitarian agencies are currently mobilize for Haiti and the Dominican Republic, threatened by Hurricane Irene, announced Tuesday their spokesman in Geneva.

"The preparations began in Haiti, OCHA (Office for the coordination of Humanitarian Affairs of the United Nations), and MINUSTAH (UN for the stabilization of Haiti Mission) are mobilized", said Elisabeth Byrs, OCHA spokeswoman.

The Minustah "is ready to intervene immediately," she added, and there are more than 100,000 shelters in stock.

In the Turquoise Islands and the Bahamas, "emergency shelters have been opened".

On its side, the spokesman for the WFP (World Food Programme) said that 7,000 tonnes of food were stored in 35 locations in Haiti, and that the stock would cover the needs for 26 days.

The hurricane was moving north of the Dominican Republic and Haiti on the night of Monday to Tuesday.

The Haitian authorities prepare since Monday night to the arrival of Hurricane Irene. The red alert was declared in Haiti and the populations living in areas of risk to move.

The passage of the hurricane on the island of Puerto Rico left 771 homeless and caused electricity outages affecting approximately 800,000 people.

Irène could produce up to 250 mm of precipitation in Dominican Republic and Haiti, two countries which share the island of Hispaniola, with possible accumulations up to 500 mm. These rains could produce dangerous mudflows and floods.

Speaking about the alage, Martinica as Guadeloupe continue to face the assaults of these upsetting features because of they continue pose serious troubles (health, etc., read below) :darrow: .

ROBERT

Living with decomposing algae? Hell!

B. Laxalt France-Antilles Martinique23.08.2011

Henri Augustin, like other inhabitants of the neighbourhood, tip of the finger damage on his house by gas released in the decomposition of the algae.

Many families of Four limestone and Ponthaléry neighbourhoods affected by Sargasso. The presence cumbersome and stinking seaweed Sargassum on the beaches concerned since several days elected and tourism professionals. Much less dramatic but equally problematic, cohabitation forced numerous families with decomposing algae. Ponthaléry and Four neighbourhoods to lime the Robert, we met residents endure for several weeks a real calvary.

Here, not mountains of yellow and fresh algae but a case of blackish mud adjoining terraces, gardens and conservatories. On the surface of this thick "soup", being burst bubbles reflect a fermentation from good train. The smell is unsustainable, both outside and inside houses.

"Sometimes it is so unbearable that it is obliged to close the shutters," said Vincent Rezaire, age 90, an inhabitant of the district. "At the time, I already have difficulty breathing, then there you imagine?". has continued his wife. It is oppressive. I contacted the service environment of the Town Hall, but time has seen no one. "Odours, the tip of the finger torque in addition to the damage caused to the level of the family home. Since the algae are here, we found that PVC plates that cover the walls black." This had never happened before. It is clean, it is... "Comments corroborated by Henri Augustin, another inhabitant of the area. "There is the presence of a grey filing on ceilings, but on the tiles", says the latter.

Evils of belly, irritation, difficulty breathing

Other inhabitants of the area point to the fact that valves and copper objects have blackened since the arrival of the algae. "Even the jewellery in gold have changed colour!", one of them starts. "If there is an impact on the houses and objects, there are necessarily one on our bodies, concerned an another waterfront." We feel that the gas released in the decomposition is corrosive. By moment it stings the nose. »

All fear that this hydrogen sulphide, breathe high dose, has a more or less long term impact on their health. "My mother has stomach aches," says Henri Bulet, marin fisherman in the area. My sister suffers from irritation at the level of the skin. In fact, as soon as possible leaving home to breathe a little. "Some inhabitants of Four limestone and Ponthaléry admit no longer sleep in place so it is difficult to sleep in these conditions.

Alfred Monthieux, Mayor of Robert, said he stopped twice the Minister of ecology, the Minister of the overseas and the prefectural authorities on this issue.
