If this system were to continue organizing and lets say in theory it became a subtropical storm and was threatening any portion of land... do they issue SUB-TROPICAL storm watches or warnings? Just it would be interesting to know how they would go about handling that situation.

No "subtropical storm warning"
It would be a tropical storm warning. The NWS has no such thing as a "subtropical storm warning". The only alternative would be a gale warning, which would be used if NHC weren't writing advisories on it and coastal warnings were required.
