Asleep at the wheel in Kentucky/NWS

I find it strange that the SE counties of Kentucky (Jackson office) are under a WSWatch and yet when one clicks on the forecast areas, several of them don't mention any frozen precip at any time - just rain. Either they're asleep at the wheel or incompetent.
