Yes, hail in a tropical cyclone is rare because. They are warm core system; which don't support such precipitation. Cold air aloft is needed to form hailstones.
I do recall the Hurricane Hunter Aircraft reporting hail in Frances as well as Ivan.
As I mentioned when at least the report of hail in Frances... Hurricane Hugo in 1989 produced hail at the San Juan International Airport for four minutes.
