Well im not sure...but the 1am update it out and they keep it the same ..direction, speed and intensity...they also say recon is on the way out to investigate...so within a few hours I guess we'll know from them if anything has indeed changed.

I would think to avoid confusion, they would upgrade TD 3 to Cindy and TD 4 to Dennis...maybe at the same time at 5 a.m. That's just a guess....however, they still gotta follow the meteorology of it and upgrade as warranted
