The 2018 list (List 4) has been the one that has struggled to retire names the most, in contrast to some of the other lists. 2018 will be only the second time we get as many as two names retired, and there have never been three or more on this list in one year (nor do we have any double retirements). Even without Florence and Michael, 15 of the 21 names will still be intact from the original list in 1982:
Alberto - still in use
Beryl - still in use
Chris - still in use
Debby - still in use
Ernesto - still in use
Florence - retired after 2018
Gilbert - retired after 1988
Helene - still in use
Isaac - still in use
Joan - retired after 1988
Keith - retired after 2000
Leslie - still in use
Michael - retired after 2018
Nadine - still in use
Oscar - still in use
Patty - still in use
Rafael - still in use
Sandy - retired after 2012

These are "OK" in terms of fitting the basic requirements of being fairly short and easy to pronounce.
I would have preferred something less "elderly" sounding as a replacement for Michael. Milton's peak year of use in the USA was way back in 1912 ( at rank #64) and it's been out of the top 1000 baby names since 2009.
Francine's peak year of use was 1946, first year of the Baby Boom. It ranked 216th then. It's been out of the top 1000 since 1989, but all in all I prefer it to Milton.
Francine and Milton sound like an elderly Miami Beach couple to me, which may be why whoever comes up with replacement suggestions from the USA thought of them together.

So no Pacific names got retired after the active year. There weren't serious contenders from that season. The best chance storms, Lane and Willa, weren't strong candidates for retirement.

Fans of Arthur and American Dad will probably keep Francine as a modern name. I can already imagine the memes in 2024, considering that we got Spongebob and Grease memes from Hurricane Sandy in 2012.

Francine and Milton being selected is a definite change of style compared to some of the replacements selected last year, like Idalia, Margot, and Nigel. I'd never even heard the name Idalia before, and I was surprised as well with Nigel.
Francine and Milton don't surprise me, but they are definitely old-fashioned and out of style, I've only ever heard them in relation to older individuals.
Maybe they have a naming theme each year, and this year was "Names from Before Hurricane Naming."

in all honesty I want to see a Jotaro, Josuke or Yoshikage in the WPAC, at the same time a Jonathan or Joseph is spinning up in the Atlantic or EPAC

Francine & Milton sound just fine, to me. I recently prepared a hurricane drill and the name they picked for the drill storm was "Francine".

Mexico is fickle with retirements. Kenna was one of Mexico’s worst at the time, but there have since been many big storms in the country, including Manuel and Patricia.

Krathon is such an ominous name. I wonder what it’ll turn out to be in 2023/24.
And finally they retired Yutu. There’s no way they should’ve waited that long or considered keeping the name, because that was a rare and destructive landfall for the Mariana Islands. If they feel like retiring weak TS Haiku, they should definitely retire $100s millions Cat 5 systems.
