The 00z, 06z, 12z, 18z denotations are simply the time in Zulu (or Mean Greenwich Time, or UTC - Universal Time Code) ... the time translation to Eastern Time are as follows ... subtract 5 hours currently since we're in Eastern Standard Time, and 4 hours during Eastern Daylight Time.
THe model cycles are run (depending on how many times a day they are such as the ETA, NOGAPS, and the GFS are run 4 imes a day on 00z, 06z, 12z, and 18z) ... other globals such as the UKMET, and the Canadian are run twice a day 00z, and 12z. ECMWF (EURO) is run once at 12z, but soon should be available in 12 hour increments ... (00z and 12z)
