It's 10am and I am now at 16, up 0.5 since 9am. Do not think highs will make upper 20's today, too much snow pack and fresh breezes 10-20 mph. Predict highs at IAD and BWI of 22-24 and DCA 24-26.
Edit-It is about 1/2 hour later than the first post, after looking at a few more things I think my values were too high. Looking more now like IAD/BWI will range 19-21 and DCA 22-24
