What is an HECS?

I have heard of a SECS and an MECS but never an HECS. What does it stand for and what storms of the past would signify it?

Does it stand for Historic East Coast System? That is my thinking of what it may stand for since SECS is Signifigant and MECS is Major, but I dont know
