What a difference a few degrees makes

Forecast - Late Afternoon: Rain and snow. High near 39. North wind around 13 mph. Chance of precipitation is 90%. Total daytime snow accumulation of less than a half inch possible.

Short term forecast

AN AREA OF MAINLY LIGHT RAIN OR DRIZZLE...WITH OCCASIONAL SNOW
BURSTS...WILL CONTINUE TO PLAGUE MUCH OF EAST CENTRAL MINNESOTA
INTO THE 3 PM HOUR. ALL OF THE ACTIVITY IS ROTATING COUNTER
CLOCKWISE...AROUND A SURFACE LOW PRESSURE SYSTEM ABOVE NORTHERN
ILLINOIS. ADDITIONAL RAINFALL ACROSS THE REGION PRIOR TO 4 PM...WILL
VARY BETWEEN A FEW HUNDREDTHS OF AN INCH...TO NEAR THREE TENTHS
OF AN INCH. ANY SNOWFALL THAT DOES OCCUR...WILL BE SHORT LIVED
AND LIGHT...WITH MUCH IF NOT ALL MELTING UPON CONTACTING THE SURFACE.

Believe it or not, we see that kind of thing here in central Texas during the winter ... but for us, it's usually the difference between freezing rain and cold rain. Unfortunately, we don't get the payback you get up there when there's a small difference between cold rain and snow!
