What is Upton waiting for?

I dont know if anyone's mentioned it, but should they be waiting so long before pulling the trigger? Even if the 18z ETA is right, and NYC area and northern suburbs especially ONLY gets 1.25" qpf, with so much model consensus for an easy 6 plus, are they Really this gunshy? I think they need to grow a pair already :)

SNOW WILL BEGIN TO OVERSPREAD THE REGION LATE TUESDAY AFTERNOON. AT
FIRST...THE SNOW WILL BE LIGHT...BUT WILL START TO INCREASE IN
INTENSITY TUESDAY EVENING. THE SNOW WILL BE HEAVY AT TIMES TUESDAY
EVENING AND OVERNIGHT...BEFORE STARTING TO TAPER OFF AFTER DAYBREAK
WEDNESDAY MORNING. ACCUMULATIONS OF 8 TO 12 INCHES ARE EXPECTED BY
WEDNESDAY MORNING...BEFORE THE SNOW TAPERS OFF TO SNOW SHOWERS.
