Is going for 3-6" for Philadelphia with 1-3" at the shore and 6-9" for the Lehigh Valley and the Poconos with no more than a 1/4" of ice. Mentions that if the low develops further south and east, more snow. Develops further north and closer to the coast, more ice and a change to rain.
