Bizarre forecast

This morning's forecast discussion from NWS Austin/San Antonio has me scratching my head. With 850 mb temps in every model I have seen supporting frozen precip, they're still forecasting "freezing rain" on Thursday night and Friday.

Is it below freezing above the surface or just right at it?

From what I saw the vertical profile supported snow with 850 mb temps at or below zero. Then again I'll acknowledge I'm not a professional meteorologist and maybe I'm just flat out wrong!! But this forecast of freezing rain really baffles me.

952 AM CST TUE DEC 21 2004

.UPDATE...
FOCUS THIS UPDATE CONCERNS FROZEN PRECIP THURSDAY NIGHT/FRIDAY
MORNING. GFS MODEL SOUNDINGS INDICATE TEMP PROFILE BELOW FREEZING
THROUGHOUT THE COLUMN ACROSS THE CWA. MOISTURE WILL BE LIMITED AND
ANY SNOW DEVELOPING WILL SUFFER EVAPORATION ON THE WAY TO THE
SURFACE. THEREFORE...WENT WITH SNOW FLURRIES. AREA OF COVERAGE
SHOULD BE ROUGHLY ALONG AND NORTH OF HIGHWAY 90.
