Why is it raining in Cleveland and snowing in DC?

I've never seen a setup like that before....almost reversed. Any explanations?

Air
Damming

Also warm air is pushing ahead of the slow moving clipper system effecting their region, this will change as the night goes on

Got Cold air damming east of the mountains. Also a cold front is moving into Cleveland. The air ahead of that is a bit milder than it is behind it, hence the precipitation types.
