Escambia, Santa Rosa and Okaloosa counties in Florida, along with Baldwin and Escambia counties in Alabama, had been declared a disaster area as a result of the severe storms, flooding and tornadoes that occurred from March 31 to April 7. A similar declaration followed Hurricane Ivan in September.
