AT 853 PM CST...TRAINED WEATHER SPOTTERS REPORTED A TORNADO JUST SOUTH OF WHITEMAN AIR FORCE BASE. ADDITIONALLY...GOLF BALL SIZE HAIL WAS REPORTED AT 859 PM CST WITH THIS STORM NEAR LA MONTE. THIS TORNADO WAS LOCATED NEAR LA MONTE...OR 7 MILES EAST OF WHITEMAN AFB...MOVING NORTHEAST AT 45 MPH.

That's called METAR code. Google it up.
Essentially, it says at Whiteman AFB, on the 13th at 0251Z, the winds were 300° at 39KT gusting to 52KT. The visibility was 1/4mi with a tornado. Tornado began 50 past the hour and was 2 miles west of the station.
