2010 Flash Flood & Flooding Warnings

I decided because of the sheer number of flood warnings that come out over the course of a year it was fit and proper to create a sepertate thread where I'll post as many of the warnings as is possible, BUT obviously sometimes they are far too numerous to put even half of them up, so I'll just do my best with this folks!

* UNTIL 800 AM EDT TUESDAY

* AT 807 PM EDT...DOPPLER RADAR AND RAINFALL REPORTS INDICATED THAT
TWO TO THREE INCHES OF RAIN HAD FALLEN ACROSS MUCH OF
SUMTER...DOOLY...AND CRISP COUNTIES SINCE 4 PM THIS AFTERNOON.
SUMTER COUNTY EMERGENCY MANAGEMENT PERSONNEL REPORTS THAT RAINFALL
OF 4.0 TO 4.5 INCHES HAS FALLEN IN SOME PARTS OF CENTRAL AND EASTERN
SUMTER COUNTY. MORE HEAVY RAIN AND THUNDERSTORMS WERE MOVING INTO
THE AREA FROM THE SOUTHWEST AND ADDITIONAL RAINFALL AMOUNTS OF 2 TO
3 INCHES WILL BE POSSIBLE IN THESE AREAS THROUGH MIDNIGHT.

* THE HEAVY RAIN IS RESULTING IN RISES ON AREA CREEKS AND STREAMS.
SOME CREEKS AND STREAMS MAY RISE TO OR EXCEED BANKFULL STAGE
OVERNIGHT AND EARLY TUESDAY. SOME CREEKS AND STREAMS AFFECTED

* AT 743 PM CDT...NATIONAL WEATHER SERVICE DOPPLER RADAR INDICATED AN
AREA OF THUNDERSTORMS PRODUCING HEAVY RAINFALL MOVING INTO THE
SAME AREAS WHICH RECEIVED VERY HEAVY RAIN EARLIER THIS AFTERNOON.
THESE STORMS ARE PRODUCING RAINFALL RATES UP TO 1 INCHES PER HOUR.
THE EARLIER STORMS DROPPED BETWEEN 5 AND 8 INCHES OF RAIN ACROSS THE
WARNING AREA.

FLOODING OF ROADS HAS BEEN REPORTED NEAR THE COMMUNITY OF EUCHEEANNA
AND THE ADDITIONAL RAINFALL MAY WORSEN THE SITUATION.

A FLOOD WARNING MEANS THAT FLOODING IS IMMINENT OR HAS BEEN REPORTED.

What is the criteria for flood/flash flood warnings anyway? Are they locally set?

I believe it is subjective though there probably is some sort of guidence out there which suggests when these should kick in, usually for flash flooding it either a very rapid rise in water or a dam breaking...
