Consider joining a CERT program in your county. I've just recently graduated and can say the training is outstanding, as is the new 'community' you will become part of.
Your church or synagogue may have some sort of disaster management/relief component. If not your local church, then your denomination most likely will. Some off the top of my head are Methodists, Baptists, Catholics, and Episcopalians. Others too! And if your local church/denom doesn't have anything in place, another church/denom may let you participate in theirs.
