We just looked further and found it on weather.com. I don't get it -- a 15-hour warning?

NWS Houston/Galveston will be moving to their new state of the art forecasting office over the next several weeks. While their workstations and computer systems are moved, they will be operating out of the Johnson's Space Center weather weather flight center. The hydro met will be operating on a limited basis from NWS CRP if needed and surrounding offices will be providing backup during weather events if needed.

The new forecast office is the first in the nation to house both the NWS forecast operations and local OEM officials. Galveston County OEM will move in with them. The office also has a media conference room and work space for state and local officials for a hurricane threat. The building is designed to withstand 150mph winds and is just above the category 5 storm surge level.

Until the move is complete a few false warnings and other mistakes may occur.
