Higher winds will occasionally reach the surface? Explain

Read this many times in the CPC discussions in my particular area especially during FROPA. Do jet stream winds actually reach the ground and if so how? Thanks

Strong downdrafts associated with convective activity can surface winds from fairly high altitudes-especially when a convective tower collapses.

i would assume with fropas that they are referring to the low-level jet reaching the ground.
