I don't know the records off hand, but expect the Arctic places to have the lowest humdities on record, followed by the low-latitude deserts.
I don't believe the humidity can hit 0, although if it did, nothing magical would happen although than what happens when the humidity is in the low teens.
As for humidities above 100%, it can happen, although rare. It usually happens in-cloud where supersaturation occurs. Nothing anymore special than what occurs when the humidity is at 100%... dew/frost forms.
