Um ... well ... being global, it obviously isn't jumping from anywhere to anywhere.
But the same uncertainties in the data and the same issues regarding individual episodes (even of seasonal scale) apply in this case as in any other when it comes to attributing them to global warming. Thus, I don't think this statement is warranted. But neither is it warranted to entirely dismiss any such connection.

I see an article about what the Chinese ministers of meteorology and water resources had to say about the issue. It seems natural to me that these Chinese officials might just possibly have their attention primarily on events in their part of the world.

Knowing what I do about Climate and statistics, the only way I can believe in GW impacting TCs, is if a Cat 5 makes landfall in say NYC, or Halifax. The historical evidence shows there is little doubt that said areas have be impacted by cat 3 storms, on rare occasion, and possibly even a cat 4 or two (in the past 400 years). Guess I just believe in the old adage:
