Storm Panel h header question

So, I found a solution to my h header conundrum. But, I am not sure how to install the h headers. How far into the h header does the storm panel go? All the way? Is there a small gap that I should leave between the top of the storm panel and the top of the h header? Or does is just need to fit inside? Thanks.
