The state can't make any city take special needs evacuees, meaning if "Big D" ultimately refuses to open shelters for them, they'll have to be transported even farther away to wait out the storm.
This is technically right in that the STATE can't make them, but the FEDS can, they do and they did on more than one occassion last year.

The Feds made Dallas do something? I know the Hou/Galv area did a lot after Katrina -- without anyone making us, but then didn't Dallas do something for us during Rita without being asked?
