First Time?

At 5 am this morning, Environment Canada issued a Tropical Storm Watch for part of Nova Scotia. I can't remember Canada ever issuing a Tropical Storm / Hurricane Watch / Warning in the past. I know they usually issue a Heavy Rain Warning and a High Wind Warning for the mainland and Hurricane or Gale Warnings for the marine areas. Has there been a change in Canada's warnings recently?

For example in 2003, when Hurricane Juan was making landfall in Nova Scotia, there were Heavy Rain and Wind Warnings in effect. No Hurricane Warnings. Also, I guess since there were no tropical type warnings in effect, intermediate advisories were not issued. I wonder if intermediate advisories will be issued if tropical storm warnings for Massachusetts and Rhode Island are cancelled, but remain in effect for Nova Scotia.

From what I understand it is something new that has been initiated since Juan.

I believe this is the first time ever a tropical storm warning and watch has been issued for Canada. It was I think early 2004 when the new warning system went into effect, but hasn't been used until now. The CHC works with the NHC on pretty much everything that occurs. From what I have been told, the NHC reccommends warnings for Canada, hence the CHC is under funded and low on staff.
