If YOU made the decisions for the government....
As highlighted by the Miami Herald, we need more and better data
gathering and collecting equipment in the field for better tropical cyclone
predictions and analysis.
Like most other things, there is a significant price tag for this need.
There are also only so many dollars to go around. If you made the call,
where would you cut to fully fund the NHC/NOAA to levels that the NHC
needs?

If I made the decisions for the government, I would immediately boost my security forces, declare martial law, and divert all the mountain dew to my new mansion. Its a good thing I don't.
On a serious note, there is no reason why tax increases should not be contemplated. I'm for less government spending, but at least discussion of the idea should be allowed.

We give roughly 12 billion dollars a year in aid to foreign governments. We support peacekeeping operations with 4 billion dollars worth of spending. American power and the existing treaties have kept the world from becoming a complete unordered mess. Places with instability and weak governments like Afghanistan, Iraq nowadays, Somolia, Georgia (the country), and the Sudan are breeding grounds for terrorism and ethnic conflict with religious undertones.
When we do act with foreign aid it is often the only positive propoganda the people who are hurting will ever receive. Places like Indonesia where the tsunami hit are indoctrinated by mullahs, but when helicopters and aircraft carriers bring food and water along with medical aid, the mullahs are proven wrong. Foreign aid is the lubricant that forwards our foreign policy.
After Katrina, Kuwait gave us 500 million dollars worth of petroleum aid.
