Weather Modification?
Now if I wanted to play with weather modification I think I'd pick a small storm in the middle of nowhere where the outside variables would ensure the storm weakened if things got out of control. In short, I'd pick a storm like Epsilon. After watching X-file reruns the thought just occured to me.
