There is a low-pressure system located over Northern Territory, Australia. Currently, it is over land; however, it is displaying good outflow and some vigorous activity. If it moves eventually offshore, could it develop?

A Tropical Low 995 hPa is situated over the eastern Victoria River District. It
is slowly moving east and is expected to remain over land.
The weather currently affecting the Top End is due to an active northwest
monsoonal flow.
No tropical cyclone development is expected in the next few days.
