Simply an invest is an area of interest that that NHC or TPC is requesting investigation of-hence the "invest". It is usually an area of disturbed weather in the tropics, ATL Basin or EPAC, that is in an area favorable to development and is showing signs it may develop. The invest is actually a request for all ships and other reporting stations within a 300 nm radius of the invest to report their findings weather wise so they can all be compiled and determination made as to whether a TC is developing.
Hope this helps. And if I misspoke myself someone with the correct knowledge feel free to correct me.
